KABALIKAT AWARD – The Technical Education and Skills Development Authority (TESDA) Kabalikat Award was given to the Province of Rizal in the LGU Category for our outstanding contribution in the conduct and promotion of technical vocational education and training in August 2014.

TOP ACHIEVER IN HUMAN DEVELOPMENT – Top achiever for four consecutive time in terms of human development index for life expectancy, functional literacy and educational attainment, poverty alleviation, environment regeneration, women empowerment, job creation, and real income per capita, awarded by the United Nations Development Programme (UNDP) and the Human Development Network (HDN), in collaboration with the New Zealand Agency for International Development (NZAID) and the Philippine Institute for Development Studies (PIDS), in 2002, 2005, 2009, 2013.
SPECIAL RECOGNITION - In the First Regional Recognition of Kalusugang Pangkalahatan (KP) for being a local government unit (LGU) with exemplary performance and an active partner in promoting and supporting the DOH Programs aimed at attaining the highest level of health in the Calabarzon region. NUTRITION ACHIEVEMENT AWARD - Given by the Center for Health Development (CHD) Region IV-A Calabarzon, Department of Health in 2012 for registering the second lowest incidence of malnutrition in the Calabarzon
region in CY 2011.

RECOGNITION FOR TAXABLE ASSESSED VALUATION
- Given by the Bureau of Local Government Finance, Department of Finance (DOF) to the Province of Rizal in 2012 for obtaining the 2nd Highest Percentage Increase in the Total Taxable Assessed Valuation for CY 2011 among the provinces in the Calabarzon region.

FATHER NERI SATUR AWARD FOR EARTH SAVING HEROISM - Given to Rizal Gov. Casimiro A. Ynares III by the Climate Change Commission for distinctive earth-saving agenda in the field of Green Energy and Local Governance in April, 2012.

PHILIPPINES’ SECOND BEST GOVERNED PROVINCE - Result of the study conducted by a multi-agency group consisting of the National Statistical Coordination Board (NSCB), Commission on Audit (COA), Department of Budget and Management (DBM), Philippine National Police (PNP), Department of Health (DOH), Department of Education, (DepEd), Department of the Interior and Local Government (DILG), National Statistics Office (NSO), and Commission on Elections (COMELEC).

Cited for earning nomination for the National Best (Public Employment Service Office) PESO Award for first class provincial category, for submission of complete SRE reports, for best statistical reporting and for best presentation. The award was given by the Department of
Labor and Employment (DOLE).

RECOGNITION FOR ATTAINING PHILHEALTH UNIVERSAL COVERAGE -
Given by PhilHealth in 2011 for surpassing the target membership coverage of beneficiaries belonging to the marginalized sectors enrolled and sponsored by the provincial government.

MODEL PROVINCE IN PHILHEALTH ADVOCACY - Given by PhilHealth in 2012 for the successful staging of PhilHealth Advocacy and On-Line Caravan in all local government units (LGUs) of the province. This advocacy strategy was cited by the Department of Health (DOH) as an effective social marketing strategy and will be used as a model by the DOH to be replicated nationwide.

PROVINCE WITH THE BEST ROAD NETWORKS - Cited by the Department of Public Works and Highways as the Province with the best road networks in the whole country for two consecutive years, 2010 and 2011.

PHILGEPS RECOGNITION - Given by the Department of Budget and Management (DBM) for Rizal province’s dedicated utilization of the Philippine Government Electronic Procurement System (PHILGEPS) in the province’s various procurement activities during the celebration of the 10th founding anniversary of the government’s use of PhilGEPS under Executive Order No. 322.

REGIONAL SANDUGO AWARD AS OUTSTANDING LOCAL GOVERNMENT EXECUTIVE - Given by the Department of Health-Center for Health Development for Gov. Casimiro A. Ynares III’s significant role in the government’s voluntary blood donation program which has been used to save lives of poor patients.

HEALTH REFORM CHAMPION - Recognized Gov. Casimiro A. Ynares III as the Health Reform Champion among Local Chief Executives in the Calabarzon region in 2011 for steering the programs, projects and activities related to health and nutrition.

KABALIKAT AWARD -
Recognizes the promotion of voluntary blood donation through the regular conduct of Mass Blood Donation in the province, given by the Department of Health and the Philippine National Red Cross.

ANTI-CORRUPTION COUNCIL CITATION - The Multi-Sectoral Anti-Corruption Council (MASCC) cited Rizal Gov. Casimiro A. Ynares III in 2008 for his untiring support to the vision and programs of the anti-corruption body and for being a role model as an anti-corruption advocate.

TAX COLLECTION EFFICIENCY (Real Property Tax) - The Bureau of Local Government Finance-Department of Finance (BLGF-DOF) recently cited Rizal Province for attaining the second highest real property tax collection efficiency among
the provinces in the CALABARZON region.

PRESIDENTIAL ACHIEVEMENT AWARD - For the third consecutive time, the province bagged this prestigious award for neighborhood family health care and wellness program; for steering the health program and medical services in the province to greater heights; given by the Philippine Hospital Association (PHA).

ACHIEVEMENT AWARD - In the Regional Recognition for the National Tuberculosis Program (NTP) for having the Highest Case Detection and Cure Rate of Tuberculosis (TB), given by the Center for Health Development-CALABARZON, Department of Health (DOH) for two consecutive years, 2010 and 2011.

TOP TEN PARTNER-USER - Recognition of Rizal province's Procurement Service as it landed as the only province in the top ten of the government electronic procurement system, given by the Department of Budget and Management (DBM)-Procurement Service in 2011.

RECOGNITION AS A FOOT AND MOUTH DISEASE (FMD)-FREE PROVINCE - Given by the Bureau of Animal Industry, Department of Agriculture (DA) for the Province’s effective program for being foot and mouth disease-free.

KAWAD KALASAG - A special citation for the Rizal Provincial Disaster Coordinating Council (PDCC) in recognition for the Council's effective program and activities on hazard mitigation and prevention, given by the CALABARZON Regional Disaster
Coordinating Council (RDCC).

TOP TEN EARNERS - Notched into the elite list of the country's top ten revenue earning provinces for CY 2007, as per published financial statement

SECOND LEAST POOR PROVINCE - Official poverty statistics presented by the National Statistical Coordinating Board (NSCB) ranking the province of Rizal with the second lowest poverty incidence among the country's 81 provinces.

KABALIKAT SA PABAHAY AWARD - As the first provincial government to be accredited as Community Mortgage Program (CMP) Originator, and for its invaluable support and contribution to the housing program of the government, given by the Housing and Urban Development Coordinating Council (HUDCC), and the National Home Mortgage Finance Corporation (NHMFC).

HIGHEST APPROVAL RATING FOR CLUPS - With the highest approval rating for its Comprehensive Land Use Plans (CLUPs), and was also highly recognized for the approval of its Provincial Physical Framework Plan (PPFP), awarded by the Department of the Interior and Local Government (DILG).

KONRAD ADENAUER MEDAL OF EXCELLENCE - One of the best managed LGUs worthy of emulation by other LGUs, awarded by the DILG Region IV-A, and the Local Government Development Foundation (LOGODEF).

3. PROVINCIAL TREASURER’S OFFICE

a. March 4, 2009 - Bureau of Local Government Finance, region IV - A (CALABARZON) had acknowledged and extended its sincere appreciation for the remarkable achievement for attaining the 2nd highest Real Property Tax Collection Efficiency among its provinces within the CALABARZON Region for CY 2008.

b. December 14, 2009 - the BLGF had given its commendation for the first, among the provinces of Region IV - A to have submitted complete SRE Reports to the third (3rd) Quarter of CY 2009.

c. April 24, 2012 - awarded by the BLGF-DOF a Certificate of Recognitionfor surpassing the CY 2011 Revenue Collection Targets of the LGU from Real Property Tax, Business Tax, Fees and Charges and Economic Enterprises.

d. April 24, 2012 - awarded by the BLGF-DOF a Certificate of Recognitionfor attaining the Highest Efficiency in the Collection of Fees and Chargesand 2nd in the Real Property Taxes, Business Tax and Revenues from economic Enterprises
among all Provinces within Region IV-A.

a. 2005, 2006, and 2007 - given by the Philippine Hospital Association -Presidential Award for steering health programs in Rizal to greater heights, despite of limited resources.

b. 2005, 2006, 2007 - given by the Philippine Hospital Association - for successfully implementing a socially responsive program in community based patient care that made the difference in the improvement of health status.

INNOVATIONS

1. PROVINCIAL ADMINISTRATOR’S OFFICE

a. Scholarship Office

i. Implementation of Scholar ni Gob program with the inclusion of the masteral degree and law courses;

ii. To enhance the program, the office cause the execution of the Memorandum of Agreement with ICCT and AMA Computer College.

b. Sports Office.

i. Cause the recognition and accreditation of SIKARAN as Provincial Sport;

ii. Instrumental in organizing the 2009 Ynares Girl Softball Team which became a champion in the Philippine Series and Asia Pacific Regional Tournament
which then earned the right to represent in the World Series
Championship in Kallamadu, U.S.A.;

iii. Instrumental also in making the Province as over-all champion in the 2012 Southern Tagalog Calabarzon Athletic Association (STACAA) and making the Province of Rizal the biggest delegation representing Region IV-A, Calabarzon.

c. RADAO

i. The office continues its program in the treatment, educating and rehabilitating drug dependents under its care and custody.

d. Tourism Office

i. 2011 - the office launched its First Travel Mart held at the Ynares
Sports Complex, Antipolo City;

e. Rizal Provincial Jail.

i. To promote positive social welfare and health conditions of the detainees, the RPJ has conducted medical mission sometime on May 6, 2012, wherein medicines were distributed to the inmates;

ii. To alleviate the character of the detainees, the RPJ in coordination with Happy Science Philippines conducted a seminar on the teachings of love, wisdom, and self-reflection which brought knowledge enhancement to the detainees regarding the beauty of life and how it should be spent here on earth.

f. Provincial Security Division

i. The office continue to strengthen its force and security in the Rizal Provincial Capitol premises and other facility of the Rizal Provincial Government;

ii. The office was instrumental in the entrapment operation of Noemi G. Romano of Samahang Biyayang Ynarez, Inc. a squatting syndicate that unlawfully sells housing units at Southville 9, Ynares Village, Pinugay Rizal.

g. Housing and resettlement Division

i. The office continue its program on urban housing projects of the Governor and the implementation of the community mortgage program;

ii. The office was also instrumental in organizing the PCUP-RPG Ville Homeowners association at Sitio Sumilang, Barangay San Juan, Antipolo City.

2. PROVINCIAL ASSESSOR’S OFFICE

a. Assessment/re-assessment of Machineries Buildings and Other Structures within the seven (7) municipalities of Rizal Province namely: Angono, Binangonan, Morong, Rodriguez, San Mateo, Taytay, and Teresa for the period of 1 September 2011 to 16 December 2011 for the purpose of increasing real property assessment and appraisal, secondly to increase revenue on real property tax collectibles.

b. Inventory and Assessment of MERALCO Post/Transformers as real properties and the estimated tax collectibles for the period covered for CY 2002 to 2012.

3. HUMAN RESOURCES AND MANAGEMENT OFFICE

a. Random Drug Testing for 222 employees to attain a drug-free work place conducted in cooperation with the Department of Health.

b. Outsourcing strategy to tap private entities to conduct lectures, forums, seminar-workshops for employees’ general welfare:

i. Free fasting blood sugar (FBS) and cholesterol tests.

ii. Free eye check-up/ examination.

iii. Personality Development and Customer service Orientation Training.

c. Cervical cancer awareness forums conducted in cooperation with GlaxoSmithKline Phils., Inc.

d. Pilot-tested the Performance Management System-Office Performance Evaluation System (PMS-OPES) a comprehensive policy in measuring employees’ performance.

e. Computerized payroll system with link to biometrics machines.

f. Parallel testing of biometrics and go payroll system wherein absences and under times of employees will automatically be reflected and deducted from their salaries.

g. Advocacy program monitoring system to see to it that all trainings/seminars/workshops for each advocacy are geared directly to its beneficiaries.

h. Initiated a program recognizing retirees’ contribution to public service through awarding plaques of recognition and ensuring that their retirement benefits are received
to coincide with the date of retirement.
